Light armor - 1 Medium armor - 2 Heavy armor - 3
That's the basics. You could have armor 3/2 or armor 1/3 or whatever. I'm not seeing a huge deal with that. If there is a chart that is used only when shopping "Oh, look - dragonscale does 2/2 and for only $6k. What a steal!" Then they write 'dragonscale 2/2' on their sheet.
Does that take up too much space? Plumb too deeply the depths of realism?

No, and I didn't suggest that you were shooting for too much realism. I only noted that Rule #1 of game design was previously: 1. No Charts. Period. Charts Suck. I hate charts.
That no longer appears to be the case. I don't particularly care either way.

If it is a chart that the PC's consult when they are shopping, I don't really mind. The main thing is to keep charts away from combat.
The PC's are bound to remember their armor protects 1 against balistic, 2 against 'medieval' and they get a +1 vs both if they are on top of a giant mushroom in the month of may and it's a full moon.
Charts during combat are what grind it down to what I see D&D - a pointless chess game.

It seems pretty reasonable. Usually, the players won't even need to worry about it. Chances of picking up a set of plate mail in real life and wearing it to a gun fight really won't be all that often.
Generally, light/medium/heavy is all the players care about.
Honestly though - in thinking about it - even at 'heavy', three points isn't a hell of a lot. And I don't think chain/plate/leather will do dick against a gunshot.
So an easier way of doing it might be 'your armor does dick against gunfire unless you buy bullet resistant armor'. Then, 1,2,3.

I believe the reason we were going with two values is because the opposite is also true. Your kevlar won't protect your from a stab wound. Hence, it would have ballistic but not archaic protection.

BY or BN. (Ballistics yes or no).
The difference of a point is pretty minimal. Thinking I'd rather just say "Let's call a stabvest 1 or 2 vs ballistics and stabbing.'

Edit - Something that I think needs to be considered as part of the conversation in regards to armor and how much it protects - Hit point range and average hitpoints. Also weapon damage
Edit 2 - The feel of combat. Can't recall of I've seen it defined anywhere. Are you more leaning towards gritty or pulpy?

It will probably be more toward gritty. Rather than the values COC had (where armor is a 'big deal') I'm liking the 1,2,3 thing more. Armor is a minor deal.
Note - with magic (which could be - not sure but could be - weak, medium, strong 1,2,3). Hence, armor might end up going up to six for the massive mighty big stuff.
Note - keep in mind 'magic will suck'.

After even more thought, I'm starting to think "Armor will just protect against everything".
Does a bullet proof vest protect against lightning?
Does a boar's hide?
Do I really give a fuck for one or two or max three points?
I'm thinking "it's just armor" now.
Good roleplayers can stop by and have their plate mail bullet proofed and such if they get to the right kind of shop.
