Never liked how it worked before - was thinking about it and came up with this. Thoughts?

Contacts can range from level 0 to 10.
Level 0 contacts might know your name but that's about it.
Each level of a contact is a 10% boost when trying to get them to do something harder than 'drive me to the airport'.
Contacts can be made within the game if the GM remembers. If they don't, ask.
Contacts can also be picked up through the Heroic Cthulhu deck. The 'contact' cards add a level to a contact. It can be a new contact or one you already know. In either case, playing the card on a contact increases their level toward you (not your team) by one.
How it works:
A PC is attempting to persuade an NPC to 'lend him' his ID card. The NPC will assume (quite rightly) it is for some nefarious purpose and this could get her fired.
The PC could try a persuade roll at massive penalties.
The PC could bribe the NPC to get a bonus.
Example: PC has a persuasion of 80%.
The PC attempts to add in some bribe money. It's not very much compared to several months of lost wages and possible jail time so the GM gives a +10 = 90.
They want to do something that could get the NPC fired. The GM knows this particular NPC LOVES their job, putting a -60% modifier onto it. Now the PC is at a 30%
Had the PC known the NPC really well (level 6) it would go like this instead:
80 + 10 + 60 = 150 - 60 = 90.
Note that getting them to do small things is (like in real life) much easier.
Having the NPC do certain things might end up lowering - or even removing - all of the levels the PC has with the NPC.
For example, showing up at her house with a dead body you need help hiding. After the roll (even if successful) she might say "I don't want to see you any more!" And now you have a level 0 or possibly lower level with that NPC.
It takes a lot of fruit baskets to make up for a dead body.
Generally, if you have the NPC do you favors within their moral and professional spheres, you don't lose levels with them.
If the above contact was say a researcher she might be happy to help out researching perhaps even without payment. Note that if you mooch too often from an NPC your favors with them will drop.
If you pay them well and they are comfortable doing whatever it is you need help with, you may even increase your level of contact.
In summary, the level of contact is a bump in the skill (if there is a roll needed) to get them to do what you want. The GM will assign bonuses and penalties based on the circumstances. The contact number may go up or down depending on how the NPC feels about the PC after the encounter.
