Close but not quite. Once you learn breath other then you don't get shit but the next time you crit your gust of wind you can get feather fall as you have all the pre-reqs.
Can you show me the quote you got the other understanding from as I didn't see it?

I'm personally not seeing a big deal with this. If you have no smell and there are different chains that start off it, you can go with a or b. Nobody says you have to pick up both. I'm seeing this as a 'non-issue'.
