This is a good sewer bag.
As I mentioned to Dack, I'd personally have several different bags (house, trunk, buried at X, etc) written up.
Under about 10 KG I don't mess with you. Above that - well, I'd have 'Jesus straps' on the backpack that included the stuff above. (Yes, I've carried quite a few 20KG bags and I'm here to tell you that nobody is going to fight at peak performance with more than 10 KG on them.)
For those that don't know, 'Jesus straps' is a military term for quick release straps you yell, Jesus and hit when you get shot at, etc.

Also determining if area has poisonous gas, getting through poisonous gas, getting through under water, getting through cave ins

I'm not planning on doing more than wading in the water. The shovel and axe are for digging. A gas detector is an excellent idea.

Also, the base kit has two different flashlights and a pencil and paper in it, and my group all already owns night vision goggles.

That’s what I get for just glancing at it I notice it’s described as a 2 person, so you could split the contents between two people or leave 1/2 off it behind. Either of which would cut down the weight. Getting more glow sticks would be useful. Eg tossing down holes to see how deep etc Edit: do you have some special light so as the night vision googles work underground?

We ended up just using flashlights and glowsticks. Didn't get into combat, so it wasn't an issue. I'm sure there is an app for that though... Looks like there are lots of IR illuminator devices. Most are designed to be mounted on something, but this one looks handy. It seems like you should be able to just get thermographic goggles, but casual searching only shows me handheld devices that are hideously expensive. We did end up buying SCUBA kits as well, (and you might find them laying around somewhere...) but we can't really use them at the same time as the go bags.

They have various head gear that holds small powerful LED flashlights. Thinking if you get those in IR somehow with IR goggles?

There's lots of piecemeal IR LED arrays that you can buy. it's probably an electronics roll, but you should be able to buy a standard head strap LED flashlight and change out the LED array for an IR one.

Less is more. Having carried stuff around that weighs 10, 15 and 20kg on a regular basis for the last 8 years, I'd say 10.
Yes, I do realize that I am not the specimen of combat mastery but after talking to a buddy who knows of such things, I found out SWAT guys go in with about 11kg of shit. I know for a fact that soldiers try to drop pretty much everything except helmet, LBE, weapon, possibly a vest (if they get one) before going into combat.
I'd say with just 10kg, no penalty. More and the GM can start happily screwing with the player.
I would also have the gear divided up into 'what gets crushed if I fall off a cliff' and what doesn't. Breakable gear does.

PS: Having multiple go bags - clever.
You can also make the 'this goes with me everywhere' and 'I hate to lug this around and will drop it somewhere at the first sign of difficulty' bag.
