Seals a door. Door can be set to be able to be opened during precise times eg 2pm to 5pm or certain conditions, eg when it is night or when the moon light shines upon the door handle or can only be opened by those of the blood of Amber.

My immediate guess would be that you would have to destroy the door's weakest thing - usually the latch. It would go to whatever STR roll the GM felt like to open it.
Normal internal door, STR roll or STR roll at a bonus. External door, STR roll or STR roll at half. Big fucker made of stout wood reinforced with metal bands, maybe a crossbar, STR roll at -60 or 'need a battering ram'.
I would say that - getting back to the spell - because pretty much everything ends at a year and a day, this spell would as well. If the PC wanted to have more than one condition that could be the higher level spells:
Lv 1 - one condition (only opens between 4-5PM) Lv 2 - two conditions (only opens between 4-5 PM or if the moonlight hits it)
For longer running spells, that will be magitek tree's job. Stick crys into it and let that charge go for awhile.
Edit: in fact we could go even more basic on this:
Lv 1: Door is locked till duration expires. Battering down is the only way in through this portal. Lv 2: Put one condition on it Lv 3: Put two conditions on it (etc)

Think it would be better to just put the "one condition" onto the first level. Putting it on the second just means nobody will really bother using the first level and will instead opt to try and get a crit in order to get the second, or they simply won't bother at all. The way you had it originally seemed pretty good.
Level 1: 1 condition Level 2: 2 conditions etc

The reason I was thinking of 'no condition on the first level' was three fold -
First, it would make it a lower level spell
Second, it would be potentially useful for a PC to say "Fuck yer door" and be able to disable some sort of door in order to escape, etc.
Third, it would be a good natural progression

Fair points on the first and third (the second can easily be done by making the condition something ridiculous). If we do do it the way you suggested, will it last for a year and a day or until sunrise/sundown? For the level 1 I mean.

All of them (as with all of the spells currently) will last till sunup/sundown.
If the player wants to make a spell last longer, they can figure out the magitek tree, hook up some stuff and a crys to it and then it will last longer.

Lv 3: The caster may put up to two conditions on the opening such as "May only be opened by someone with brown hair OR between 3PM to 4PM only".
Alt lv 2: May seal any door sized (human door sized on down) portal provided it has a covering - example, a window with shutters.
Alt lv 3: Above, may put one condition on who can open the portal (etc).

Or gain a lot of ground on them before locking it. Or, preemptively lock it so they can't say escape the barracks. I can see some uses in this. Fifteen seconds doesn't seem much time to secure a door.

You'd want to be 5 rounds ahead of them. It's going to be a round to close the door first, then three rounds casting, and then you still want the 5th round in case the initiative order goes against you.
Anyway, a better solution might be to scale up the casting time with the higher level more complex versions. So the simplest one could be one action, the next one up could be 2-3 rounds, the most complex one could be a minute or whatever.
