Here is an idea I've just had - it may be crap but I'll put it down.
With the spells, if you invent them you get the spell at your Learn stat for free.
Obviously, these powers are way too powerful for that.
However -
What if we had it where someone (we'll use Scott - he's come up with a lot of spells) invents a power then this happens:
Example:
Scott invents a tier one power. After a long, drawn out, arduous approval process (like the spells have) it gets approved. That means that the next time Scott gets a tier 1 power (which is on the list) he rolls the dice.
Assuming the roll doesn't come up with his power, his choices are either whatever was rolled OR the power he invented.
If the roll comes up to one with his name on it, he gets a free reroll then go with above.
Thoughts?

Sounds fine. Do we need more of these? The only thing I don't like about them is the potential for a hero point drain, especially considering you don't know what all of the powers are. Some of the powers are objectively better than others. I'd honestly just post up all of the different matrix powers that are available so that people can plan what powers they want to take and determine if spending hero points is a worthwhile endeavour.
But as for this particular idea – sure, why not, provided it balances out so it's not just a massive point suck.

Yes, some of the powers are a massive hero point suck - as will be actually getting the new ones by trying to figure out what is there through dice rolling. I don't want people to be able to 'plan ahead'.
Not sure what you meant by "sure, why not, provided it balances out so it's not just a massive point suck." You mean if we have too many but someone wants one specific power they would have to keep rerolling and rerolling?
That is part of the 'working as intended' package - thus if someone is wanting something real bad helping to invent it would be a great idea, no?

BTW -if someone invents something that I think would be better as a tier 2 (once per adventure) or tier 3 (always on) I may wisk it off to my evil cave of misery - er I mean 'add it to the appropriate list with the names on it giving credit'.
But since I have 12 tier 2 powers (each can be gained three times each) and 13 tier 3 powers (which is a bitch to get to much less get back to) I am in less of a hurry to get more of these hence not wanting to release those just yet.

I just meant that once you get to like 20-30 powers or whatever it's going to be a massive pain in the ass to get something you want/like. Potentially, anyway. I think once someone spends 10 Hero Points you should just let them take whatever they want from the list. Not a fan of relying on RNG so much.

I'm not too worried about the people who get 20-30 powers - I'm not sure how many Matt has but right now I think he's high score. I think he has two first and two second tier and one third total. That's five. Four times that will probably be some time after I drop dead.
Nobody is a fan of RNG but it is a part of *pretty much everything you do in every game*.
It would be neat if we had various 'path ways' and such people could build on but I think that would require a fuck ton more work.

I didn't mean that either. I meant: let's say someone gets to the first tier for the first time and there's 20 powers to choose from. If you're going down the infinite hero suck route, at least let the players know what they stand to win (which you have done, but not for t2 and t3). Otherwise you are just gambling without knowing what the prize is. That's no fun. Or, just put a cap on how many hero points you can spend before "unlocking" all of the powers and being able to choose which one you want. I figure you don't want the latter, which is fair enough, but at least reduce the effect of randomness on it.
You could even let people spend their Overflow to reroll for the powers. Less of an impact as you still have your hero points but it means it will take longer to get the next power.

For the last few people that have been spending hero points on the level 2 or 3 powers they've been going in blind. If they however roll something they've already rolled, I let them do a reroll.
In other words, if you roll 6, 7, 8 on a d12 for level 2 powers - and didn't like any of them but roll another 6, you get to keep rerolling till you get something that isn't a 6, 7, 8.
If you end up spending 11 hero points, you've pretty much got a choice at that point.
If we get too many powers (unlikely) then I might go with the 'you can spend your hero point overflow on them - that's not a horrible idea - but I'd have to get lots more powers before I consider that.
