Those are good questions, hence my hesitation. I am thinking that if someone got one of those little powered fan things that zip you around underwater, then those would be the vehicle but yeah - thinking lets leave scuba/parachute/swim alone. I am thinking Thad is right on this one.
Besides, there are plenty of things already covered in vehicles. Now, if you can ride a horse, you can also ride a ride-apede, zebra, bear, whatever.

Actually that's a good point. Scuba-diving isn't really anything more than "fancy swimming". The only thing scuba-diving allows you to do that you can't under normal circumstances is to stay underwater for long periods at a time and also dive deeper. So… I wouldn't really classify it as a vehicle.
Now if you were using one of them fancy tiny propeller things to swim around quicker, then that would be Tiny Modern Water. Tiny Primitive Water would be surfing. Not sure what Tiny Manual Water could be… Well, besides a toy boat that you just push around (though are you really going to make us roll for that?). I guess Tiny Manual Water could be kayaking.

imo size should trump "number of riders" in those cases. If you're piloting, say, a large mech robot but there's only room for you in it, it should still be classified as Large if you ask me.
Just need to apply a bit of common sense in those cases.

Spacesuit operation (EVA suit) - Tiny Futuristic Space rather than a separate skill? EVA suits can have little thrusters for zero-g maneuvers.

I see it as "if it's part of the suit, then you use one skill. If it's something optional that you can add on, then you use a second skill". The thrusters for the scuba is an optional add-on
No. Screw that. Just one skill for everything. I'm not really sure why "vac suit" is a skill. It's just a thing you wear to allow you to survive in space. Surely that would be more Zero G Ops. If you have little thrusters to help propel yourself/manoeuver, that's still just Zero G Ops.
There is arguments to be named for both. It just depends on how much you want to separate the two skills. If you have a little thruster helping you while you scuba dive, it can be a separate "vehicle" you need to operate or it can just be something that helps you scuba. Up to you.

I'm trying to anticipate Scott's objections.
I'm thinking vac suit is a skill because they have separate space suits just to train astronauts how to spend 45 minutes putting on a space suit.
The same way that SCUBA covers putting on your SCUBA suit.
Thinking that zero G ops and swimming are often how well you do out there.
Not sure if we should make SCUBA modern tiny water vehicle and vac suit futuristic tiny space vehicle and just leave zero g ops and swimming as is.
