Two ideas I had, but I'll wait to see if there is interest before continuing them:
Reactive - lets you attack and parry both at full.
Run and gun - lets you run and also take a non-moving action.

Hum. Not sure. Contemplation will be needed.
The first might be better for a card (otherwise, sword etc fights would go on forever - NPC has 80% block and attack - right there you have a stalemate) the second I could see as possibly a body tree spell (mid level?), a card or both?

(high attack doesn't make fights longer, 2 expert swordsmen fighting defensively in the current system would go on much longer than the same two at full skill to attack and defend) It does seem like more of a matrix power thing.

Added this to level 1 matrix powers:
Run & Gun \\13\\
Casting time: Free action Range: Self Duration: Instant MP cost: 2mp
If the player makes a successful sprint roll, they may attempt this skill. If successful, they can try a ‘free’ attack at half skill. If this skill was a crit, the attack is at full. If this skill is a fumble, they take a fumble card.

When you say "free" attack, is that any attack or just ranged attacks? Also, isn't this just basically a cheap Haste? Don't know about others, but I would invest the extra MP for a full Haste any day.

I think it's any type of attack. It's not really a Haste in that you can't attack twice, you HAVE to sprint, and you have to make this skill all before the actual attack. At half, mind you. I think it's fairly decent but very situational as you're not often in need of sprinting and attacking in the same round.

Honestly, 2MP vs 6MP for most people is pretty big.

Considering you have to succeed at three total skills consecutively to pull this off, having the last one at half seems a bit harsh.
