Full auto takes 15 bullets. That means you either get one round of 'happy fun time' with a pistol (typically 15 rounds for a medium pistol like a 9mm) or two rounds of HFT for a standard AR or some such that has a 30 round clip. (Guns that have a 35 round clip etc can fuck right off).
So - the damage track currently shows that if you double tap, one bump. Full auto on a single target two bumps.
To keep it easy and not OP -
If you want to full auto on one person two bumps. Full auto on two people one bump. Full auto on three (max) people, no bump.
For those wondering 'how would AG bonuses figure in' - as normal - on all of them.
For those wondering 'what if I was to double tap but on two targets', no.

The second bullet only adds +1 damage on average. Bullets 3-15 cumulatively only add another +1 damage on average.
I know you're going for simple and balanced, but it is distractingly unrealistic.

It is unrealistic but it works into the system well and it is a lot better than the old COC way of doing it. When firing full auto I usually assume that less bullets hit the target than 'all of them' - that is not a realistic amount.
Generally if you're firing full auto it is to get a real life bonus to hit but I'm not going to muck about with that.

Also, it does allow the person using the full auto device to make one, two or three attacks at full each round - so long as the GM says their targets are 'close enough'. Note that some of the targets might be at negatives if they are behind cover and such but no 'killing lots of people so negatives' stuff is in effect. At last, tech pays off a bit.

Sadly, didn't think of it till later. But, the targets must be somewhat 'clumped up'. Best to catch them in what police/military call a 'death funnel' - like a hallway. If they are well spread out (or flanking) the GM may say "Well, you get bead on one/two of them..."

I went with 'less damage on one individual target' while still giving full auto a reason to exist. Did not go for 'realism' there.
