Given that the last HC campaign wrapped up (re: imploded abruptly) around 2023, what year will the new campaign start in?

Your characters don't know.
[Frustrating for making a character but it makes sense within the campaign.]
Note - if someone wants to buy 2020's lore for a general idea of what went on at that time, they are welcome to. (Given that PC's are only starting with 1000 points and will want to be ready for a HUGE variety of situations, I'm betting not a lot of points get spent on this write in skill.)

I thought that might be the case.

Again, the problem with clever players. Poor Logan.

There is no doubt this will bring up questions such as: Can I buy laser rifle skill? Black powder lore (for knowing how to load your black powder weapon in 6-10 rounds - or at all)? Drive hover car? Pilot medium intergalactic cruiser? Paint: Cave? Ride: Dinosaur? I would say "Yes" to all of these skills. Will they all become useful? Possibly. Now I can say with complete confidence that all of the *players* we get will be from our current (pre-2020) timeline and will come across with those sort of attitudes, expectations, prejudices, etc. If players want to spend some (it can be a small amount like 10-20% - I'm not really picky) on some time period lore that is close to this time (where you're from or reasonably know about and will act like) you can claim to be from that time. I'm thinking very few of the players will (or even should) be using derogatory terms for other races, be worried about the 'plague being gawds wrath' and such. In other words, your characters will probably be from 'close' to this time period but if they have strange skills (as listed above) that fucking works for this campaign. Yes, that will make it a complete nightmare to figure out 'what do I need to live'. Also, standard (well, as close as we had) 'training' won't be in the campaign. Fear not, it has been replaced by something else. The players might (note - I said 'might'. It is not a guarantee) even like it better though it will not be as easy to schedule. Yes, I am still spending several hours per day writing the campaign. Yes, I am excited about it. No, I don't know if the 'appropriate ducks are in the right rows' yet.
