I've been reading some 'things to make a successful long term campaign' thing and a lot of it stressed the characters. I'm always trying to learn more gaming stuff.
Anyway,
In the last (KBC) campaign, the rule was "Your character MUST work for the KBC. If they get fired (due to incompetence, doing evil shit, messing up crime scenes, whatever) then you get to make a new character and try again to keep your job.
In this one, I was giving some thought as to 'what kind of characters do I need to make the story work'. I'm sure there will be other thoughts in the future but some of the stuff that I've jotted down so far includes:
Note that this campaign needs all characters to be 'good'.
They don't have to be good all the time but if they don't care about other people, it's not going to work.
The characters have to want to find out why. How do things work? Why do they work as they do?
This is a major part of the campaign. Mystery. If nobody is interested in finding out the mysteries, those character's won't fit into the campaign.
Everyone knows each other. This is a bit trickier since everyone will have - all or in part - lost their memories. The memories characters have of the other characters can range from "I know him from somewhere and like him" up to "I remember we both use to work at the KBC and got on well together." The party needs to want to be together and work together. I've never seen a good long running campaign where they weren't. If you're not sure of your connection with the other characters, go with the first one. Maybe you'll remember something or a plot develop later down the road.
