I'd answered someone on FB with questions about this, thought a copy paste onto the HC boards might be a good idea:
You can play with any character from any time period. Obviously, the further back the more limited you are on skills. With skills, you don't start with any 'special' skills though your character may believe they do. Also, if your character had any insanities, they are now heavy quirks you can play up.
For example, Matthew Lunn is playing Alex Kinley who comes from 1920's USA. Hence, he obviously won't have skills like 'computer usage' and such. One of the character's insanities back in the day was he hated (and feared?) electricity believing it to be the devil or at least a bad demon. Hence he has nothing to do with it. If he loses enough sanity it can become an official insanity (again) but till then it is a heavy quirk.
So with Rector, he would wonder "Where did my sword go?" and "I know I have faith but it doesn't seem to be working right now". (Or you can do what many religious types do and when good stuff happens put it down to your faith, when bad happens ignore it or say 'mysterious ways'.)
That way, everyone starts on equal footing (nobody starts with skills over 60% total, the system is now made to degrade high skills) and I don't have any weird shit to worry about at the beginning.
