In CoC, it is a limiter. "You can only learn this many spells before you not only pick up crazy points but your maximum sanity starts dropping like a rock.
In this game - with the spell system I am currently very pleased with (slow build, doesn't destroy game balance, power curve is nothing like in other games) I'm not worried about that.
Hence, during the game (not during character generation) the players might pick up some Cthulhu Mythos skill.
Why don't they start with it? It's almost as though it has been wiped from their minds!
Weird, I know. It's yet another clue.
Once we get enough weird clues going here, we can go make fun of the writers of the TV series "Lost".
