On the subect of Special Powers AKA Matrix Powers AKA Overflow HERO Point Powers (subject line not quite long enough) -
IF the PC is lucky, thrifty with HERO Points, skillful and plays a lot they will accumulate 'overflow HERO Points'.
Right now my main test subject for this is Matt. He's been doing all three though to be fair, he has actually died more than anyone else in the campaign thus far.
After two seasons, he's accumulated (approximately, 3 HERO Points away and it is final session day and I suspect he may get it so close enough for me) 100 HERO Points. That gives him two of the 'special powers'.
I call them 'Matrix Powers' so that they are different from spells, innate creature powers, etc.
In other words, it comes down to - at best thus far - one special power per season at close to 'peak efficiency'.

This is acceptable to me. I'd originally had the prices higher but lowered them back during season 1 as it didn't look like they were going to be gotten by anyone.
What does this mean for the players who are not lucky, not thrifty with HERO Points, not skillful or don't play a lot?
They may (or may not) eventually get these 'Matrix Powers' but if they don't that is just fine.

The game can be played perfectly well without these special powers. They were originally intended as something to keep the players doing the four things mentioned from essentially becoming unstoppable by having vast supplies of HERO Points. I think the powers are a bit less powerful than having say fifty more HERO Points (which has happened) than anyone else at the table.
At the rate they are being gained, there is enough 'Matrix Powers' available that players who are scoring them have a couple years of gaming before running out - assuming more are not come up with in the next couple years.
Also, I like how the HERO Points are now limited to twenty. Both Chris and Pete - two very skillful players - have had their characters both (recently) come very very close to death, getting down to under I believe five HERO Points left each.
In conclusion, the system is working as intended at present.
If you are not one of the people who has gained these powers, there are three areas you can work on to try to gain them. If this is not possible, you can still do well in the game without them.
