Efficient Spell Casting time: Free action (only as part of casting another spell) Range: Self Duration: Instant MP cost: 0 Decrease the target spell's MP cost by 2 by doubling the casting time or halving the range, or both (for -4) down to a minimum of 2.
I'd rather have 'Decrease the spell you are casting in conjunction with this MP cost by 2 points (to a minimum of 2) by doubling the casting time. This spell does not effect spells that do not have a casting time of at least one round.
Range isn't a real big deal - dropping or increasing it - can you show me any spells in which it would actually be a big deal?

Range matters for combat spells. I can see being against the double dip though. Could make it either or.
Also, I'd rather say "spells that do not have a casting time of at least one round increase to one round" rather than just banning them.

I'd rather have any range increasers (get away from 2MP for everything go for 4MP for some stuff) be a different spell.
For spells that have at least 1 round of CT, double the CT to get -2MP to a min of 2MP for the spell?

I would format it like below, but yes.
