Two different times the 'cut to' can get used.
GM 'cut to': The GM knows nothing interesting is going to happen for X amount of time. If the GM announces 'cut to' that means 'nothing is learned during this time (no extra skill rolls) and nothing interesting happens during this time - we are just going to some point in the not too distant future. I personally can't imagine any cut to going for more than two months. Well, if it does that means "Logan hasn't planned enough plots that move independently of the PC's".
PC 'cut to': This means "We (the PC's) are in a static location and we've no idea what to do or where to look. We will wait for interesting shit to happen to us." This one should be used very rarely. If the GM says it, that means you haven't probably missed something that may be pretty obvious. Go explore! A good way to do it (if not sure) is just to ask the GM "should we cut to?" This does have the downside of telling the GM 'We are reactionary players - we don't come up with ideas on our own. Just feed us plot and we're happy." But for small amounts of time it might not be a bad thing. You have to get a feel for it. That comes with experience.
