After giving it a great deal of consideration, I have decided that - for this campaign - to have it like a unique car.
In other words, making a magic item is something that is done by literally team of people.
Rather than playing the ole ESS game where you can churn out a couple every now and then, I'm going to have expertise and - to a much lesser extent - time be the limiters.
You will need lots of different people with lots of different skills, materials, etc.
So it will probably be better to buy - or commission them.
Given what the PC's know and can do getting money isn't really a huge issue for anyone. They might have snags from time to time but everyone eventually can figure out something useful to get money to smack into an item.
But I'm not going to work on the ways to make a magic item until we get a whole lot more of the spells done. Need to start with the effects before figuring out how to combine those in various ritual things, etc.
So for now, just get some cash together and buy (or loot, or steal) them when you feel you need them.
But don't think that any magic item is going to be 'with your character forever'. This ain't D&D and those players who haven't yet figured out that objects are super temporary are going to go through a bit of a culture shock. What and who your character knows are the powerful things. Items are just tools.
