Fumbling a spell will always be 'it costs the full MP of the spell, you are done with that spell for today' and (whatever the fumble card says).
This makes spell fumbles demonstrably worse than combat fumbles as you just take the effect of the card.
That is intended. Spells are hard and you are messing with powers of the universe man was not meant to know!

Yes.
I figure it is a good balance to what is essentially 'skill whoring' self training that the PC's do.
