Electromagnetic Pulse Range: 10m Casting Time: 1 Round MP Cost: 10 Duration: Instantaneous
When you cast Electromagnetic Pulse (EMP), you send a powerful burst of energy that ruins electronic circuitry within the spell’s range. (This includes you and everything you carry.) Any computer, phone, television, or other device with a computer processor inside ceases to function immediately, and the contents of hard drives and other storage media are scrambled. Military grade gear is often shielded from energy effects such as electromagnetic pulse due to tempest hardening.
The EMP affects only devices with extensive circuitry, not everything that uses electricity. Ordinarily the lights stay on, although their electronic switches might not function. Automobiles continue to run, although modern engines will run more roughly without electronic guidance. Most cars manufactured after the 1980s won’t start after an EMP because they have electronic ignition systems. You'll need Electronics Repair and/or Jury Rig, spare parts, and about an hour to fix a damaged device.

I think so. Possibly even a bit further if this ends up being the expensive (MP) top of the tree called 'fuck all tech' or some such. Hard to practice but ...
Also, will EMP fry things which are not turned on at the time it goes off?

Military grade gear is often shielded from energy effects such as electromagnetic pulse due to tempest hardening and may be unaffected at the GM's discression.
To fix things affected by EMP, you'll need Electronics Repair and/or Jury Rig, spare parts, and about an hour to fix a damaged device.

What about 30m radius, 12 mp cost?

Big powerful level 10 spell that requires a full out high essence person to cast - not 'nobody' but certainly not everyone.
