You can suck the power out of a touched device/battery that holds or generates electricity and zap that energy at a similar sized device/battery to recharge it. It is a one shot thing that completely drains whatever you are sucking the power from.

Think maybe just rename it to "Recharge" as that's what you're doing, not so much conducting electricity. Maybe also add an additional bit that says "if the device/battery you are taking power from is considerably larger than the device/battery you are transferring the power to, it may instead only partially drain it, down to the GM's discretion." I don't see why you wouldn't be able to charge your phone with a car battery and it also wouldn't completely drain the battery either. Unless that's making things too complicated and we'd rather have it "battery charges similar-sized battery only."

I'd rather have it be similar only charges similar or excess electricity is lost rather than argue how many 9v can be charged by a 6v or some other BS.

Sounds good to me then.
Question: if I wanted to charge, say, my phone, could I touch a street lamp and draw power from that? Or does it have to be something which stores electricity specifically?

"Recharge" as a name kind of implies that you are recharging it ex nihilo. "Similar size or smaller" to maintain some flexibility, but keep the complete drain to avoid disputes. The original post here says "stores or generates" and I think similar spells are worded the same way. So street lamp is out. Unless it has a battery backup or a solar cell. Which you need to touch. That probably involves digging or getting ~20 feet up in the air.
