The quick way:
Round 1: Struggle out of your backpack straps. (Isn't dropping a backpack free? Sure - if it's in your hand. If it's strapped on, one round is assumed.)
Round 2: Open the backpack. (Saying it is open? I have doubts as nobody ever has their shit fall out).
Round 3: Dump it upside down. (Want to dig through your backpack? Going to take longer to find something - especially in the heat of combat.)
Round 4: Grab the thing you are after.
"But Logan that means essentially we can't get anything out of our backpack during combat!"
Correct. If you take cover and want to play with your backpack, maybe. Otherwise it is not necessarily a great use of your time.
Also, this assumes that now you are no longer wearing your backpack and your shit is on the ground.
To dig through it could take a few or many extra rounds.
